Operating Model — Submission Court
FL-SD is a submission court. Counsel files the motion; opposition is due 14 days after service of the motion under L.R. 7.1(c); reply is due 7 days after service of opposition. The court rules on the papers in its own time. Oral argument requires an affirmative request with detailed reasons under L.R. 7.1(b)(2), and is granted in the court's discretion.
FL-SD's distinctive procedural features include a 28-day trigger-event deadline for discovery motions (L.R. 26.1(g)), an Emergency-vs-Expedited motion distinction with sanctions for unwarranted designation, and a 90-day stale-motion notice mechanism (L.R. 7.1(b)(4)) for fully briefed motions that have not been ruled on. FL-SD uses the formal motion track for all motions.
