Civil Procedures
Proposed Orders — Dual Filing Required
Judge Bloom is the only FL-SD district judge with a dual-filing requirement for proposed orders:
- Attach a PDF to CM/ECF with the motion; AND
- Email a Word version (double-spaced Times New Roman 12-point) to bloom@flsd.uscourts.gov.
Failing either step is noncompliant.
Formatting
Double-spaced Times New Roman 12-point typeface applies to proposed orders at minimum. Local Rules formatting applies otherwise.
Hearings
In-person appearance is required for all substantive motions. Telephone appearance requires a motion at least one day before the hearing, and counsel must use a landline telephone. Cell phones are not accepted.
Calendar Call
Calendar call is typically held on the Tuesday before the two-week trial period at 1:45 p.m., in Miami courtroom 10-2.
Discovery
Most (but not all) discovery is referred to the paired magistrate. The judge's page lists paired magistrates as Magistrate Judge Elfenbein (Civil Scheduling Order — Judge Elfenbein) and Magistrate Judge Hunt (Civil Scheduling Order — Judge Hunt). Both scheduling order templates are published as Word attachments.
Mediation
Mediation is mandatory in all civil matters.

FLSA cases and ADA cases proceed on expedited tracks with separate Initial Orders.

Stale Attachment
The Attachments tab on Judge Bloom's page includes a 2017 PDF titled "Magistrate Judge Valle Discovery Procedures." Magistrate Judge Alicia O. Valle is not on the current FL-SD magistrate roster. Counsel should not rely on the Valle procedures and should verify the actual paired magistrate from the case scheduling order.
